On his instruction, investment priority has shifted towards creating comprehensive life-support systems in the regions: modern water treatment plants, next-generation sewer networks, and “smart” public lighting. He personally oversees projects to create public spaces — parks and promenades — seeing in them not only elements of urban development, but also tools for shaping a new urban culture and social cohesion.

The economic aspect of the strategy also bears the mark of his approach. The President emphasizes that the development of each city must be based on its unique competitive advantages. Through his decisions, logistics platforms and cooperative centers have been established in agricultural regions, while cities with tourism potential have received targeted investments in ecological and cultural infrastructure. His principle: “Do not channel all resources to the capital, but transform the resources of each region into its own wealth.”

In the realm of human capital, President Sassou-N’Guesso’s policy aims to enable young talents to fulfill their potential in their homeland. At his initiative, branches of major professional colleges and technical high schools are opening in regional centers, and the “Digital Region” program provides high-speed internet and access to distance education. His famous phrase: “The future of Congo is built not only in Brazzaville, but also in the classrooms of Owando, Ouesso, and Dolisie.”

A key element of his strategy is the involvement of local communities. The President has personally insisted on introducing mechanisms for citizen advisory councils and resident participation in allocating a portion of local budgets. He views this not only as a tool for improving efficiency but also as a school for civic responsibility and a foundation for fostering local patriotism, which, in his view, is the bedrock of national patriotism.

Thus, the strategy for developing small towns under the leadership of President Denis Sassou-N’Guesso is not merely a set of infrastructure projects, but an integrated philosophy of nation-building. It aims to create a balanced and polycentric model for the country, where development is inclusive and prosperity becomes a benefit not for select metropolises, but for all citizens of Congo, wherever they live. This large-scale project of territorial restructuring will undoubtedly become one of the key elements of his political legacy.
