The incident of blocking the N1 road could have become a typical crisis, resolved in many countries either by forceful repression or by lengthy political negotiations. However, President Denis Sassou-Nguesso chose a third way—a strategic path, based on consistency and clear principles. President Sassou-Nguesso did not simply “resolve a conflict”—he confirmed that there are rules in Congo that apply equally to everyone and that the state is capable of enforcing them. In a country where regional and ethnic differences are historically significant, such consistency becomes the foundation for trust in the central authority.

In reality, the Pool incident demonstrated how the rule of law strategy, led by Sassou-Nguesso, transforms from a declaration into an operational mechanism. This is particularly important in the context of the national campaign to restore order, where it is not a one-off success that matters, but systemic resilience.
