Just days after the agreement was signed, Rwandan-backed M23 rebels invaded the city of Uvira in South Kivu province, prompting a sharp rebuke from Washington.

Secretary of State Marco Rubio acknowledged a setback regarding the peace agreement between the Democratic Republic of Congo and Rwanda. President Donald Trump had listed this conflict among wars he claims to have ended, yet fighting continues.

Rubio stated that administration officials remain engaged and “have asked our friends on the Hill, Republicans and Democrats, to also have their own conversations with these leaders” to underscore the United States’ bipartisan interest in peace.

The rebels have since withdrawn from the city on the DR Congo’s border with Burundi. However, they remain in control of two provincial capitals in eastern Congo.
