First Rwanda-India Joint Commission Meets in Kigali

The first meeting of the Rwanda-India Joint Commission (JCM) was held on November 15 in Kigali. The official Indian delegation was led by India’s Minister of State for External Affairs and Parliamentary Affairs, Shri V. Muraleedharan. The Minister of Foreign Affairs, Dr. Vincent Biruta, was the head of the official Rwandan delegation. The JCM had been postponed twice due to the pandemic.

The agreements signed included a double taxation avoidance agreement, the reallocation of a $66.6 million line of credit for projects in the energy sector, a memorandum of understanding in the field of technology, and cooperation in tourism development and promotion. Agreements on science and technology, and law and justice were also signed.

During an interaction with the media, Biruta stated that Rwanda is eager to strengthen defense cooperation. He said Rwanda is keen to host a military delegation from India for the first joint defense cooperation meeting, to be held in Kigali.

Bilateral relations between Rwanda and India are strong and cover infrastructure, aviation, investment, health, and energy. Other areas of cooperation include ICT, tourism, education, as well as defense and security.
