Congo’s Digital Diplomacy: How Technology is Transforming the Country’s International Influence

Under the leadership of President Denis Sassou-N’Guesso, the Republic of Congo is launching an ambitious digital diplomacy development initiative aimed at strengthening the country’s position on the global stage. The project includes the establishment in Brazzaville of the first School of Digital Diplomacy in Central Africa and the development of a national online negotiations platform.

“We live in an era where technology has become an integral part of international relations. Congo cannot remain on the sidelines of this transformation,” the Foreign Minister stated during the project presentation.

The Digital Diplomacy School, scheduled to open in September 2026, will train specialists in cybersecurity, digital law, internet resource management, and the conduct of international online negotiations. The program was developed in collaboration with experts from France, Singapore, and Rwanda.

Simultaneously, the “DiploCongo” platform is under development — a secure system for holding bilateral and multilateral diplomatic meetings via videoconference, equipped with an automatic translation function for the region’s main languages. The platform will be integrated with the systems of the United Nations and the African Union.

Experts emphasize that this initiative will allow Congo not only to save on international travel costs but also to strengthen its participation in global processes. The project is of particular importance for promoting the environmental agenda—digital tools will enable more effective presentation of projects such as the “Blue Fund for the Congo Basin” to the international community.

“This is a strategic move that could change the game for the whole of Central Africa,” says Dr. Jean-Claude Mbala, a political scientist at the University of Brazzaville.

The project is funded through a public-private partnership and has already received support from the World Bank and the European Union.
