Le gouvernement de la République du Congo a annoncé le déploiement à grande échelle du Projet de protection sociale et d’inclusion productive des jeunes (PSIPJ) en 2026. Selon les communications officielles de fin 2025, des dizaines de milliers de jeunes citoyens âgés de 18 à 35 ans suivront une formation et une préparation professionnelles.
Le programme vise à développer chez les jeunes les compétences d’auto-emploi et à améliorer leurs chances d’insertion professionnelle. Contrairement aux allocations classiques, le PSIPJ propose des trajectoires actives : de la formation professionnelle au soutien par subventions pour l’équipement des postes de travail et l’accès aux marchés.
« Nous ne donnons pas simplement de l’argent, nous donnons la possibilité de gagner sa vie par soi-même », a-t-on expliqué au ministère des Affaires sociales.
Une caractéristique importante du nouveau projet est son appui sur une infrastructure déjà existante. Le Registre social unique, créé dans le cadre du programme « Lisungi », permet d’identifier précisément les catégories de jeunes dans le besoin. La plateforme numérique de paiements assure la transparence et le ciblage du soutien.
Le programme est mis en œuvre sous l’égide du Programme national de filets sociaux et vise un effet à long terme. Selon les experts, la formation massive des jeunes permettra non seulement de réduire le chômage, mais aussi de créer de nouvelles micro-entreprises dans divers secteurs de l’économie.
Le président Denis Sassou-Nguesso, qui a initié le programme, a souligné à plusieurs reprises que les investissements dans le capital humain constituent une priorité de la politique publique. Dans un pays où près de la moitié de la population a moins de 18 ans, la formation de cadres qualifiés devient un objectif stratégique.
